Dubai Chamber and 28DIGITAL sign MoU to boost innovation, connect startups, and strengthen digital ties between Dubai and Europe.
Dubai’s digital scene is buzzing again, this time with a new cross-border collaboration that could redefine innovation links between the UAE and Europe. The Dubai Chamber of Digital Economy, under the Dubai Chambers umbrella, has signed a Memorandum of Understanding (MoU) with 28DIGITAL, a European organization dedicated to advancing digital knowledge and innovation.

Both sides say the partnership is designed to bridge two fast-paced ecosystems, unlocking opportunities for entrepreneurs in Dubai and across Europe.
The agreement was signed on the sidelines of Expand North Star 2025, one of Dubai’s flagship tech events hosted at Dubai Harbour by the Dubai World Trade Centre.
Saeed AlGergawi, Vice President of the Dubai Chamber, and Federico Menna, CEO of 28DIGITAL, inked the deal in person — sealing what both describe as a strategic gateway for innovation and growth.
AlGergawi noted that the cooperation marks “an important step toward reinforcing Dubai’s position as a global hub for innovation and entrepreneurship.” He added that bringing Dubai and European tech ecosystems closer together will “create new and impactful pathways for investment and growth across all digital sectors.”
Dubai Chamber & 28DIGITAL Practical Steps for Startups
Unlike many ceremonial MoUs, this partnership is built on actionable initiatives.
Both organizations plan to:
- Support startups in exploring new markets;
- Connect investors and digital innovators;
- Encourage participation in each other’s tech ecosystems; and
- Facilitate soft landings for companies expanding between Dubai and Europe.
These efforts will be backed by incubators, accelerators, and access to funding channels — making it a genuine growth platform, not just a paper agreement.
Why Dubai Chamber & 28DIGITAL Matters for MENA Entrepreneurs
For startups in the MENA region, this partnership represents a bridge to European expertise and market access. Europe brings deep experience in research and development, while Dubai contributes speed, infrastructure, and a forward-looking digital policy framework.
Together, these strengths can spark collaborations in AI, fintech, healthtech, and sustainability, driving the next wave of scalable ventures from the region.
The Dubai Chamber and 28DIGITAL’s move also aligns with Dubai’s Economic Agenda (D33), which aims to position the city among the world’s top digital capitals. Through such global ties, the Chamber continues to push forward Dubai’s mission to become a launchpad for future-ready businesses.
Cross-border partnerships like this don’t just connect regions, they ignite ecosystems.
And while navigating different regulatory frameworks can be tricky, the long-term rewards of shared innovation often outweigh the challenges.
So, while the ink on this MoU is barely dry, it’s clear that Dubai Chamber and 28DIGITAL have planted the kind of seed that could grow into something much bigger — one that MENA entrepreneurs will want to watch closely.
