
Muscat Governorate has secured a spot in the Advanced Tier of digital transformation under the Government Digital Transformation Programme, Tahawul, following the successful digitization of 24 key municipal services. According to Tahawul’s annual report, Muscat ranks among the top four government entities out of 49 assessed over the past year. This achievement underscores the governorate’s commitment to advancing its digital infrastructure, enhancing service efficiency, and keeping pace with rapid technological advancements.
Sayyid Saud bin Hilal al Busaidy, Governor of Muscat, expressed his pride in this recognition, emphasizing that it aligns with Oman Vision 2040, which prioritizes technology-driven governance. He commended the digital transformation team of the governorate and municipality for their dedication, noting that their efforts establish a pioneering digital governance model that serves as a benchmark for future developments in Oman.
Ahmed bin Mohammed al Humaidi, Chairman of Muscat Municipality, highlighted that digital transformation is no longer optional in today’s fast-changing tech landscape. He explained that Muscat Municipality adopted a digital-first strategy early on, making substantial progress in service modernization. Over the past year, 24 essential services have been fully digitized, eliminating the need for in-person visits to municipal offices. This transformation extends beyond digitizing services—it includes workforce training and fostering a digital culture, ensuring a streamlined and efficient service experience for residents.
Some of the newly digitized services include building permit applications, security deposit refunds, and electronic lease authentication via the “Eitimad” platform and the “Baladiati” mobile app. Other critical services now accessible online include burial arrangements, construction permits, street lighting requests, and complaints regarding scrap sales. Additional enhancements include modern building system audits, tree-planting requests, lease registration and cancellation, and renewal of building permits. Residents can also request building completion certificates and access the homogeneous activities service digitally.
By modernizing these services, Muscat is taking significant steps toward greater efficiency, transparency, and accessibility in governance. Through continued investment in digital transformation, the governorate is reinforcing its position as a leader in smart governance, setting a precedent for Oman’s national digital strategy.
