CGB Partners SAP for Public Sector Upgrade

The Civil Service and Government Bureau (CGB) and global technology company SAP declared a comprehensive, phased transformation of Qatar’s public sector human resources management system. This announcement was made On January 30, 2024.

Utilizing cloud computing and advanced technologies like generative AI, this digital transformation aims to benefit over 85,000 government employees once fully implemented, with improvements in human resource management, employee engagement, and hire-to-retire career planning.

In the early stages, CGB will upskill and migrate its core HR functions and payroll to the cloud through RISE with SAP, enhance its customized Mawared HR system, and deploy SAP SuccessFactors to establish a unified, data-driven HR solution.

Speaking on the creation and implementation of the plan, the Director of Information Technology at the Civil Service and Government Development Bureau, Hassan Al-Khaja, said “In creating this digital roadmap, we focused on how we can leverage technology to implement best practices across all government departments. 

“Our aim was to unify and automate processes, boost system and employee performance, simplify procedures and policies for everyone involved, and ultimately improve the entire hire-to-retire journey.

“Having a motivated and trained workforce is key to delivering exceptional services to the public and supports the aims of Qatar Vision 2030. Moreover, the system is scalable, flexible and paves the way for further innovation, taking into account the long-term CGB vision and future government trends.”

The integrated HR system will be designed to be agile and scalable across various government entities, providing complete workforce visibility. It will be fully digitalized, localized, and compliant with Qatar’s regulations. The upgraded system will offer employee and manager self-service functions, an HR helpdesk, automated HR operations, and advanced HR technologies to enhance the government’s talent management initiatives. Additionally, it will feature role-based real-time reporting, advanced analytics, and insights into operational and experiential data to facilitate effective and agile decision-making.

The Managing Director of SAP Qatar and Fast Growth Markets, Alaa Jaber, stated, “The CGB and SAP have been in partnership for more than a decade, working very closely on Mawared, the government’s HR system. With the new digital roadmap, more comprehensive cloud-based solutions and innovative features will be implemented to ensure an effective digital transformation that supports an empowered and engaged workforce. The solutions will provide a consistent and engaging experience for candidates, employees, managers, and HR professionals, while also enabling the collection of accurate and useful data and trends analysis for workforce planning.”

To improve services for the public sector and ensure that personnel are equipped with the skills required for a digital economy, CGB and SAP are partnering to create the Public Sector HR Innovation Center. This center will feature three key areas: a briefing center showcasing innovations and CGB achievements; an incubation center for collaborative idea development; and a training center and auditorium for hosting events, speakers, and roundtables.

CGB and SAP have pinpointed several priority areas for the center. These include utilizing the metaverse for training and collaboration, exploring the benefits of AI in public sector HR, identifying effective strategies for implementing nationalization policies, establishing awards to recognize outstanding new ideas, and organizing conferences to foster dialogue and collaboration on critical issues in human capital today.
