Egypt’s Ministry of Finance and the Micro, Small, and Medium Enterprises Development Agency (MSMEDA) have signed a new cooperation protocol aimed at supporting private sector growth and empowering entrepreneurs.

The agreement, signed by Minister of Finance Ahmed Kouchouk and MSMEDA CEO Bassel Rahmy, aligns with broader financial policies focused on stimulating startups, expanding economic opportunity, and ensuring the financial sustainability of MSMEDA.

As part of the protocol, the Ministry of Finance has allocated approximately USD 100 million (EGP 5 billion) to support MSMEs. Kouchouk described this as the strongest economic support measure in the current fiscal budget, which was finalized earlier this month.

The funding will provide soft loans to young entrepreneurs while supporting key productive sectors through the partnership network.

Kouchouk added that the ministry has agreed in principle to co-finance several initiatives aimed at tax-facilitated businesses, industrial and export-focused projects, and broader efforts to strengthen the local supply chain.

Additionally, targeted financing will be made available this year for individuals entering the simplified and unified tax system, offering low-cost capital to help integrate informal businesses into the formal economy.

MSMEDA CEO Bassel Rahmy praised the ministry’s forward-looking approach and emphasized its role in unlocking economic empowerment for young Egyptians.

He described the new partnership as a milestone that opens up fresh avenues for inclusive, sustainable growth in the country’s MSME landscape.
