Abu Dhabi is taking a major leap toward autonomous mobility, and it might just outpace many global cities. Chinese autonomous driving company WeRide has secured federal approval to launch fully driverless robotaxi services in the UAE capital, a move that could significantly reshape urban transport across the region.

The licence, granted in October by the UAE’s Regulations Lab under the Cabinet Secretariat, authorises WeRide to operate Level 4 autonomous vehicles without a safety driver inside. According to the company, this is the first city-level commercial licence for Level 4 AVs issued outside the United States; a milestone that signals growing confidence in driverless technology.

WeRide isn’t new to the UAE. The firm has been active in Abu Dhabi since 2021 through its partnership with TXAI, later expanding to a collaboration with Uber in 2024. Together, these partnerships have helped build what the company calls the largest commercial robotaxi fleet outside China and the U.S. To date, its fleet has logged nearly one million kilometres on Abu Dhabi roads, a huge data pool showing what happens when autonomous systems handle real-world traffic.

The company also began testing fully driverless models in early 2025, supported by remote monitoring teams and oversight from the Abu Dhabi Integrated Transport Centre. Industry insiders often note that the UAE moves faster than most markets in adapting its mobility regulations, and WeRide’s latest approval only reinforces that sentiment.

Still, public adoption remains a hurdle. Riding solo in a car steered entirely by software might feel uneasy at first. Yet, similar rollouts in China show that hesitation usually fades once passengers experience the safety, reliability, and near-silent ride quality firsthand.

WeRide is not alone in the race. Chinese mobility player CaoCao Mobility, backed by Geely, recently partnered with the Abu Dhabi Investment Office to explore its own robotaxi deployment. They join a growing list of autonomous hopefuls in the Emirate, including Pony.ai and Baidu’s Apollo Go, forming a competitive but healthy ecosystem for next-generation mobility.

In the bigger picture, the UAE’s endorsement of fully driverless taxis reflects its ambition to become a global testing ground for advanced mobility solutions.
