Dubai Clinches 3rd in Startup-Friendly Cities Rankings

The Startup Friendly Cities Index, published by the Multipolitan, has named Dubai the third riser in startup support and global tech advancement.

The rankings, which saw 28 cities out of an initial 60 get ranked by making use of five key criteria: startup activity, digital connectivity, young talent, quality of life, and business agility, recognised the growing market in Dubai and its contributions to the global tech market.

The tech megacity in recent years has been instrumental in the growth of globally competing startups and digital infrastructure specifically designed to fuel the growth of international startups looking to harness the global market.

These initiatives have placed it above heavy rankers such as the power hubs, New York, Zurich, and Paris.

In the past year, Dubai saw a surge in the number of local talent startups after streamlining production to support local production and shifting focus to attracting international investments. According to the report, founders can often establish a business in Dubai, around a week, faster than in many established global hubs.

A MENA Startup Friendly City That Stands Out

By strengthening local innovations to compete with global talent, Dubai proved to be a talent retention hub, also being the only MENA city to appear in the Startup Friendly Cities Index.

Using the metrics of safety, healthcare, and purchasing power, Dubai outperformed major tech hubs, including Tokyo and Los Angeles, in the global index.

Multipolitan also reiterated that the city’s low friction, competitive tax structures, and a cosmopolitan environment bridged the gap between it and Western innovation centres. Nonetheless, its ability to retain talent is a core pillar of the city’s global standing.

By streamlining its regulatory environment by focusing on digital governance and specialised frameworks of zones like the DIFC and ADGM, new startups can be operational in around a week, which is way faster than most other tech hub cities in the world.

A high-quality economy is a critical asset for most modern startups, allowing them to recruit and retain highly skilled professionals, many of whom stay within the local economy when transitioning into new employment. This keeps the city’s attraction to young professionals and ensures talent doesn’t leave the local economy.

Scaling and A Changing Global Landscape

Dubai leads the a major of the world in fostering startups, but it still lags in more mature market systems and overall venture capital depth.

Multipolitan said cities like Dubai are advancing rapidly as founders greatly prioritise the ease of doing business, reduced bureaucracy, and access to international talent.

“The geography of entrepreneurship is shifting,” said Nirbhay Handa, chief executive and co-founder of Multipolitan. “Cities that reduce friction for founders are becoming more competitive globally.”

However, the presence of Dubai in the global rankings of startup friendly cities suggests an eastward shift in the power landscape in the tech scene, with other growing tech cities such as Singapore and Seoul ranking above the global powers.

Despite these, the Emirate will continue to remain a flourishing ground for many startups due to its streamlined processes and a business-supportive economy.
